Sir Keir Starmer is eyeing up giving the vote to tens of millions of EU residents if Labour wins the following normal election.
The Labour chief will reportedly hand voting rights to settled migrants and 16 and 17-year-olds below manifesto plans being drawn up.
But the Conservatives have accused Sir Keir of paving the best way for a contemporary Brexit referendum and making an attempt to "rig" the end result. A Tory spokesman mentioned: “Allowing foreigners to vote is Sir Keir Starmer’s admission that he doesn’t trust the British people.
"He is laying the groundwork for a referendum to rejoin the EU, something he campaigned so passionately for. And now he wants to rig the outcome.”

Meanwhile, Cabinet minister Grant Shapps warned the Labour chief is looking for to "reopen" Brexit.
Mr Shapps instructed Sky News's Sophy Ridge on Sunday programme: "What he is truly doing to make that clear is reopening the Brexit settlement.
"This is a settlement we have made with EU countries to have reciprocal arrangements so British citizens abroad are able to vote in, for example, the local elections say in Spain and the same here. What he plans to do is actually reopen the Brexit settlement.
"So what else will he reopen, the Windsor Framework, the Cooperation Agreement with Europe?
"This again is Keir Starmer doing whatever he thinks is practical to do or at his personal advantage to do at that moment in time.
"He does not have elementary concepts he depends on. As I say he stood on one platform, he is now shifting to a unique platform. And he'll do the identical with reopening Brexit."
Shadow business secretary Jonathan Reynold said proposals to expand the voting franchise are "one thing we are going to have a look at" but insisted they are not "remaining plans for the Labour manifesto".
The Labour frontbencher told Sky News's Sophy Ridge On Sunday: "I believe there are arguments for increasing the franchise, it isn't an space I immediately take care of within the shadow cupboard.
"I'm not going to give a definitive answer on that, but I think we should always be seeking to involve as many people as possible in our democracy.
"It's one thing we are going to have a look at, however a few of the reviews, I've acquired to emphasize they are not the ultimate plans for the Labour manifesto."
Sir Keir, who backed Remain and a second referendum, referred to as for “full voting rights for EU nationals” throughout his management marketing campaign in 2020.
