Three individuals have been killed and 10 injured after Russian forces shelled three small boats taking aged residents to security after the damaging flooding in southern Ukraine.
The space has been devastated by catastrophic flooding alongside the Dnipro river after the Nova Kakhovka dam was blown up.
Kyiv and Moscow have accused one another of destroying the dam.
Oleksander Prokudin, the Ukrainian-appointed governor of the Kherson area, stated on Ukrainian tv that Russian forces have been "deliberately trying to disrupt rescue efforts".
"Today, terrorists opened fire on three boats that were used to rescue 21 people from the flooded eastern bank," Mr Prokudin stated.
"Almost all of them were elderly and people with limited mobility. Russian soldiers fired at these people in the back."
Two legislation enforcement officers have been additionally among the many victims.
The group was being evacuated from the Russian-controlled elements of Kherson area to elements managed by Ukraine.
Ukrainian President Volodymyr Zelenskyy condemned the incident and repeated accusations that Russia was answerable for the breach of the dam.

The shelling comes as Ukraine's forces stated it had recaptured three villages from Russian troops within the southeast of the nation.
