Vladimir Putin won't be attending the BRICS commerce summit in South Africa thereby avoiding the chance of arrest.

The South African authorities broke the news with the next assertion: "By mutual settlement, President Vladimir Putin of the Russian Federation will not attend the Summit, but the Russian Federation will be represented by Foreign Minister, Mr Sergey Lavrov."

The BRICS bloc is made up of Brazil, Russia, India, China and South Africa. Mr Putin will as a substitute attend by videocall, based on the Kremlin.

The announcement follows weeks of will-he-won't-he hypothesis and flies within the face of understandings the Russian chief had been decided to go.

South Africa's president Cyril Ramaphosa had been below rising stress to commit his authorities to arresting the Russian chief ought to he attend.

In courtroom paperwork, he's quoted as saying that doing so could be thought to be a "declaration of war" with Russia and inconsistent with South Africa's structure.

But as a signatory to the treaty underpinning the International Criminal Court, South Africa is totally beholden to arrest anybody indicted by it.

Both Mr Putin and his youngsters's rights commissioner, Maria Lvova Belova, have been indicted for the alleged battle crime of kid deportations.

Ukraine says a minimal of 19,000 youngsters have been taken by Russia.

This week, the UK sanctioned quite a lot of Russians alleged to have been concerned within the deportations.

A Sky News investigation has revealed how many have been taken deep into Russia, dispersed amongst households, orphanages, camps and boarding colleges.

Russia is accused of a scientific programme of taking youngsters with the purpose of 'Russifying' them.

The BRICS summit usually contains the leaders of Brazil, Russia, India, China and South Africa.

Mr Putin's choice to not attend reinforces the impression he's changing into a world pariah.
